The Assessment of Energy Performance of Non-domestic Buildings (Scotland) Regulations 2016 aim to improve the energy efficiency of non-domestic buildings in Scotland. The regulations require building owners to obtain an Energy Performance Certificate (EPC) and Display Energy Certificate (DEC) for their building and to make these available to the public. The EPC rates a building's energy efficiency on a scale from A to G, with A being the most efficient and G the least efficient, while the DEC shows how energy efficient a building is in actual use. These regulations apply to all non-domestic buildings, including public and private buildings, and require compliance with certain energy performance standards when building or renovating a non-domestic building.
The Assessment of Energy Performance of Non-domestic Buildings (Scotland) Regulations 2016 require that building owners provide evidence of their building's energy performance in the form of an Energy Performance Certificate (EPC) and Display Energy Certificate (DEC). The EPC assesses a building's energy efficiency based on its construction, insulation, and heating systems, while the DEC provides an indication of the building's actual energy use over a 12-month period. The EPC and DEC must be produced by accredited assessors and made available to the public upon request. Additionally, building owners must provide evidence of compliance with certain energy performance standards when constructing or renovating non-domestic buildings. This evidence can be in the form of a report from a qualified expert or a certificate of compliance with building regulations.
The Assessment of Energy Performance of Non-domestic Buildings (Scotland) Regulations 2016 includes a few exemptions from the requirements for Energy Performance Certificates (EPC) and Display Energy Certificates (DEC). These include:
It is important to note that these exemptions may not apply in all circumstances and building owners should consult the regulations to determine whether their building is exempt.
