This update summarises key legal developments listed in the August 2026 legal update. It highlights changes affecting Quality, Environment, Information Security, Health & Safety and other compliance obligations, supporting organisations in identifying new and emerging duties for legal registers, compliance evaluations and management system review.

Cyber Security and Resilience (Network and Information Systems) Bill
Status: Awaiting Committee Stage in the House of Lords as at the end of August 2026.
Proposes substantial reform of the UK's cyber resilience framework, including:
- Expansion of the NIS regime to data centres, managed service providers and designated critical suppliers.
- Enhanced cyber governance, operational resilience and incident reporting requirements.
- Stronger supply-chain cyber security controls.
- Additional regulatory and enforcement powers for competent authorities and the Secretary of State.
ISO 9001:2026
Status: Final Draft International Standard approved.
Scheduled publication: 16 September 2026.
The forthcoming revision to ISO 9001:2015 will:
- Retain the existing process approach and risk-based framework.
- Place stronger emphasis on quality culture, ethical behaviour and leadership accountability.
- Clarify requirements relating to risks, opportunities, organisational knowledge and change management.
- Integrate climate change considerations introduced through the 2024 amendment.

REACH (Amendment) (No. 2) Regulations 2026 (SI 2026/849)
Commenced: 6 August 2026
Amends UK REACH by:
- Extending transitional registration deadlines to 27 October 2029, 27 October 2030 and 27 October 2031.
- Extending HSE compliance-check target dates.
- Supporting implementation of the Alternative Transitional Registration model.
- Maintaining existing UK REACH duties whilst extending registration timeframes.
Packaging and Packaging Waste Regulation (EU) 2025/40
Applies from: 12 August 2026
Establishes a new EU-wide packaging regime covering:
- Packaging design and minimisation requirements.
- Recyclability and recycled content obligations.
- Extended producer responsibility requirements.
- Reuse and refill targets.
- Restrictions on PFAS within food-contact packaging.
Biodiversity Gain (Town and Country Planning) (Amendments and Transitional Provisions) (England) Regulations 2026 (SI 2026/790)
Commenced: 6 August 2026
Introduces changes to England's biodiversity net gain regime, including:
- New exemptions for qualifying developments under 0.2 hectares.
- New exemptions for certain temporary developments.
- Removal of the previous self-build and custom-build exemption.
- Changes to the biodiversity gain hierarchy for non-major developments.
Biodiversity Beyond National Jurisdiction Act 2026 (Commencement and Transitional Provision) Regulations 2026 (SI 2026/827)

Brings into force core provisions implementing the UN Agreement on Marine Biodiversity Beyond National Jurisdiction, including:
- Marine genetic resource collection requirements.
- Utilisation and disclosure obligations.
- Repository and database requirements.
- Environmental assessment screening provisions.
- Transitional marine genetic resource notification arrangements.
Energy Act 2023 (Commencement No. 5, Saving Provisions) Regulations 2026 (SI 2026/846)
Commencement: 30 September 2026
Activates provisions reforming offshore decommissioning fee arrangements under the Petroleum Act 1998 and introduces saving provisions for existing abandonment programmes already in progress.
Electricity Capacity (Amendment and Transitional Provision) Regulations 2026 (SI 2026/850)

Introduces amendments to Great Britain's Capacity Market, including:
- Revised prequalification requirements.
- Updated credit cover arrangements.
- Changes to Capacity Market agreement termination provisions.
- Supplier payment reconciliation amendments.
- Transitional provisions relating to Contracts for Difference.
Environmental Offences (Fixed Penalties) (Amendment) (England) Regulations 2026 (SI 2026/816)
Commencement: 1 September 2026
Increases maximum fixed penalties for specified environmental offences, including:
- Littering penalties increased up to £750.
- Waste deposit fixed penalties increased up to £5,000.
- Enhanced deterrence against fly-tipping and unlawful waste disposal.
Town and Country Planning (General Permitted Development) (England) (Amendment) Order 2026 (SI 2026/896)

Updates permitted development rights for domestic solar installations by:
- Introducing specific controls for plug-in solar equipment.

Guidance: Mandatory biodiversity net gain for nationally significant infrastructure projects

Extends collective money purchase pension arrangements to unconnected multi-employer schemes and establishes associated authorisation, governance and regulatory oversight requirements.
