Cyber Security and Resilience (Network and Information Systems) Bill
Status: Bill progressing through Parliament
Proposes significant expansion of the UK cyber security regime, including:

- Enhanced cyber resilience, governance and incident reporting requirements.

Health Bill / NHS Modernisation Bill
Status: Bill progressing through Parliament

Commercial Payments Bill
Status: Bill progressing through Parliament (House of Lords)
Would introduce:
- Maximum commercial payment terms of 60 days.

- Enhanced powers for the Small Business Commissioner.
- Expanded payment reporting obligations.
- Prohibition of retention clauses within construction contracts.

Digital Waste Tracking (England) Regulations 2026 (SI 2026/729)

Carbon Budget Order 2026 (SI 2026/695)

Establishes the UK's Seventh Carbon Budget and provides a legally binding greenhouse gas emissions limit supporting the UK's net-zero pathway.
Climate Change Act 2008 (Credit Limit) Order 2026
Commenced: June 2026
Sets statutory limits on the use of carbon credits within the UK's carbon budgeting framework and reinforces the requirement for domestic emissions reductions.
Customs (Miscellaneous Amendments) Regulations 2026
Commenced: 30 June 2026
Updates customs declarations, customs facilities, digital carnets, postal imports and customs duty interest provisions as part of ongoing customs modernisation.
Customs (Safety and Security Procedures) (Amendment) Regulations 2026

Terrorism (Protection of Premises) Act 2025 (Commencement No. 2) Regulations 2026

Brings further provisions of Martyn's Law into force, including Security Industry Authority responsibilities for guidance, implementation support and enforcement preparation.
Financial Services and Markets Act 2023 (Commencement No. 14) Regulations 2026

Brings further provisions of the Financial Services and Markets Act 2023 into force, supporting the UK's post-EU financial services regulatory framework.
Income Tax (Pay As You Earn) (Amendment No. 2) Regulations 2026
Commencement: 7 July 2026
Introduces amendments allowing HMRC to recover Winter Fuel Payment Charges through PAYE coding adjustments.
Financial Services and Markets Act 2023 (Commencement No. 15 and Saving and Transitional Provisions) Regulations 2026
